When you create an Ebay account, it asks if you want people to be able to see your information. If you set it to hide your phone number(default) then people won’t be able to see it.
Most people on ebay require paypal, but not all. It’s a personal choice as far as I know

Even if you have it set to not show a seller can request the contact information of anyone who places a bid on their item and eBay will send it to them. This is usually only done if the seller can’t get in contact with you by emails.
Some countries privacy laws forbid this though and it is blocked in those countries.
